He holds a Ph.D. in Political Science obtained at the Central European University (magna cum laude) and a M.A. in European Integration Studies from the University in Bonn.

He was Ambassador Extraordinary and Plenipotentiary and first Permanent Representative of North Macedonia after the country joined NATO. As a Foreign Policy Adviser to the Prime Minister (between 2017 and 2020), he created a comprehensive and inclusive foreign policy agenda for the Prime Minister, aimed at improving relations with the neighbors and advancing Euro-Atlantic integrations. He played a key role in brokering the Prespa Agreement, which the UN SG has characterized as one of the greatest diplomatic successes in 2018.

He has taught political science and international relations at the universities in Fribourg, Skopje and Tetovo, and had fellowship at the universities in Gratz and Rijeka. In addition, he has worked as consultant and researcher for various international organizations and foundations, including the OSCE, Freedom House, US Institute for Peace and John Hopkins University, Bertelsmann Foundation, Friedrich Ebert Foundation and European Fund for the Balkans.

He has co-edited three books, published several articles in academic peer-reviewed journals and numerous book chapters, looking at the role of international actors in peacebuilding and post-conflict democratization in the Western Balkans and the political transformations of this region. His research interests include foreign policy and security. Ambassador Taleski is Senior Research Fellow at the PRESPA Institute since September 2025.
