REFORM AGENDA UNDER SCRUTINY: First Ex Post Monitoring Report – January 2026

The CARGrow First Ex-Post Monitoring Report on the implementation of the Reform Agenda 2024–2027 (January 2026) provides a structured assessment of 39 reform steps with deadlines up to December 2025, directly linked to disbursements under the EU Growth Plan and the Reform and Growth Facility amounting to approximately €183 million.

The analysis moves beyond early-warning monitoring and evaluates the factual level of implementation, institutional functionality, and operational readiness of the adopted measures. Of the assessed steps, only five are fully implemented, corresponding to an estimated €28–29 million that could reasonably be expected on the basis of full compliance. The remaining funds depend on partial implementation, verification by the European Commission, or completion within the applicable grace periods.

The report underscores the need to shift from formal legislative progress to measurable, verifiable, and operational reform outcomes during 2026, as the credibility and financial implications of the Reform Agenda increasingly depend on practical implementation rather than normative alignment alone.
