The publication “The Reform Agenda under Scrutiny: First Ex Ante Policy Brief – December 2025” provides a systematic overview and analysis of the reform steps contained in the 2024–2027 Reform Agenda of the Government of North Macedonia, with a particular focus on the measures whose deadlines fall in December 2025 and their direct linkage to the disbursement of funds under the European Union Growth Plan.
The brief identifies the key institutional obligations, highlights potential risks of delay, and points to policy areas where stronger inter-institutional coordination is required in order to ensure timely and full implementation of the agreed reform steps.
The project was implemented with the support of the EU Enlargement and Fundamental Values Fund of the Government of Ireland, through the Embassy of Ireland in Bucharest.
